Interactive Movie for club

A criminal justice club has asked me to look into having their meetings broadcasted live with a interactive site where people can send live messages back and forth in case that they are unable to attend the meeting in person. I know you can do this for twitch but was looking at the other possibilities. I was asked about facebook but I am not sure on this. Any information would be great. thanks. They want to do this cheep as possible.
