That's for starting pay while you're under initial training. Your final pay is based on where you actually work. It's based on traffic density and locality pay. For example, someone working at JFK makes a lot more than someone working in Fargo.
That is low though. It's half of what it used to be for starting people. Bush and his cronies hated controllers because of the strong union and imposed new work and pay rules accordingly.
Obama is already fixing that, and we should have a new contract next month.
